Project: Birmingham SEND Review

Client: Birmingham City Council

We were commissioned by Birmingham City Council to carry out a comprehensive review of all school placements for Birmingham’s SEND cohort, identifying where more inclusive practice could improve outcomes and reallocate resources.

The review involved two streams of work:

  1. Analysis of all funded school placements for SEND pupils, including cost, type of provision, and pupil characteristics. This included scenario analysis modelling savings resulting from implementing more inclusive placement practices
  2. Structured review of all independent providers, including assessing quantitative and qualitative outcomes. The review process we set up was highly praised by the Regional Ofsted HMI for Midlands

This will help Birmingham to implement more inclusive placement policies and practices as well as ensure that independent placements are providing value for money.
